At 2:12 p.m., on April 22, 2018 Oelwein Police arrested Izak Dwight Hillman, 27, of Oelwein Hillman was arrested and charged with Domestic Abuse Assault-Serious Misdemeanor. This arrest followed an incident in the 400 block 13th AV NW
On March 11, 2018 at 2:24 p.m., Oelwein Police served abatement to the resident of a property in the 10 block 2nd AV SE. On April 21, 2018 Bessie Lucile Strand, age 63, was served a civil citation for Failure to Abate Property as Ordered.
On April 19, 2018 at 11:20 p.m., Oelwein Officers performed a traffic stop in the 100 block of 7th Avenue SW. Officers arrested Matthew Wade Stacey, age 24 of Oelwein, for Driving While License Suspended, a Simple Misdemeanor.
On April 17, 2018 at 2:45 p.m., Oelwein Officers responded to the 1300 block of South Frederick for a report of a shoplifter. Officers arrested Jeffery Clark McCowen, age 61 of Laporte City on charges of Theft 3rd Degree, an Aggravated Misdemeanor; Trespass, Simple Misdemeanor; and Driving While License Suspended, Simple Misdemeanor. McCowen was also cited for No Insurance.
The City of Oelwein will hold a public informational meeting on April 25th at 6:00 p.m. at the Oelwein Public Library. The purpose of the meeting is to educate, demonstrate and answer questions in reference to the consideration of implementing speed cameras within the community. Have questions? Come get the answers!
On April 13, 2018 at 8:16 a.m., Officers took a report of a theft in the 10 block of 20th Street SE. A report was taken and this incident remains under investigation.

Oelwein Police File Charges
The Oelwein Police Department has completed a six month investigation into reports of alleged sexual abuse of children. The reported acts occurred in 2015 and were discovered through the course of another investigation. The reported acts involve children all under the age of twelve (12) years old, in which the children were confined from escape and sexually assaulted.
Roger Allen Kline, age 52, of Hawkeye; has been charged with:
- 3 counts of Kidnapping First Degree Class A Felony
- 3 counts of Sexual Abuse in the Second Degree Class B Felony
A warrant was issued for the arrest of Mr. Kline. Kline was arrested, in Hawkeye, by the Fayette County Sheriff’s Department and he is being held on a $1,000,000 bond.
The Oelwein Police Department was assisted in this investigation by the Muscatine Police Department, the Iowa Department of Human Services, the Fayette County Attorney’s Office and the Office of the Iowa Attorney General.
On April 12, 2018 at 11:13 a.m., Oelwein Police arrested Quenten William Schweer, 22, of Lawler, Schweer was arrested on a Fayette County Warrant for a parole violation on the original charges of Failure to Affix drug tax Stamp and Child Endangerment as well as a Chickasaw County Warrant for Harboring an Escapee. This arrest followed officer’s interaction with the subject in the 1500 block of South Frederick.
On April 9, 2018 at 4:05 p.m., Oelwein Officers performed a traffic stop in the 700 block of 1st St SE. Officers cited Tina Marie Pitts, age 31 of Oelwein for Driving While License Suspended. Pitts was also cited for No Insurance and Driving a Non Registered Vehicle,
Officers were called to an incident in the 500 block of 1st Avenue NE on April 10, 2018 at 6:40 p.m. One male involved was found to have 2 warrants out of Rock Island County. Officers arrested Juan Lozano Jr, age 18, of Oelwein for Failure to Appear for Obstruction of Justice and Failure to Appear for Delivery of Meth. Lozano Jr was arrested in the 100 block of 5th Street NE.
On April 11, 2018 at 2:25 p.m., a dispute in the 300 block of 4.5 St SW was reported to the Oelwein Police Department. Officers arrested Mecktisha Jane Hagar, age 30 of Oelwein on a charge of Burglary 1st Degree, a Class "B" Felony.
On April 12, 2018 at 5:00 a.m., Officers took a report of an attempted burglary in the 2500 block of South Frederick Avenue. A report was taken and this incident remains under investigation.
Arrests Made in Connection to Vehicle Thefts and Burglaries
The Oelwein Police Department has made arrests in connection to the recent string of motor vehicle thefts and burglaries. In addition to the various incidents that occurred in Oelwein, the department also was able to connect the individuals to two motor vehicle thefts that occurred in Hazleton. On April 8th, the Oelwein Police Department arrested Jordan Michael Cornwell (18), of Oelwein, and a 15 year old male, also of Oelwein. As a result of the investigation, officers were able to recover a large amount of stolen property.
Cornwell has been charged with two counts of operating a motor vehicle without owner’s consent (aggravated misdemeanor) and four counts of third degree burglary (Class D Felony), more charges are pending. Cornwell is in custody pending an initial appearance.
The 15 year old juvenile is being charged with multiple counts of operating a motor vehicle without owner’s consent, along with multiple counts of third degree burglary. The juvenile was released to the custody of his parents pending further court action.
