Release: Death Investigation - Follow-up On May 1, 2024, the Iowa Office of the State Medical Examiner (IOSME) conducted an autopsy on the body that was discovered in Oelwein, on April 29, 2024. the Iowa Office of the State Medical Examiner positively identified the body as that of 58-year-old Darrell Lee Lathum. Lathum’s death is not being considered suspicious and there is no ongoing threat to the community.

Agencies that participated in the investigation are the Oelwein Police Department, the Fayette County Sheriff's Office, the Fayette Police Department, the Iowa State Patrol, the Iowa Division of Criminal Investigation, the Fayette County Medical Examiner, and the Iowa Office of the State Medical Examiner.

Release: Death Investigation

     At approximately 9:24 p.m. on April 29, 2024, the Oelwein Police Department received a report of a possible deceased person that was located in a wooded area in the 10 block of 3rd Ave NW. Upon arrival, officers located the body of a deceased male.

     At this time, the matter is considered an unattended death investigation. The scene was processed and the body has been transported to the Iowa State Medical Examiner's Office in Ankeny, Iowa, to determine the cause of death and to provide a positive identification. Officers were on scene until approximately 1:05 p.m. on this date.

     Agencies participating in the investigation are the Oelwein Police Department, the Fayette County Sheriff's Office, the Fayette Police Department, the Iowa State Patrol, and the Iowa Division of Criminal Investigation.

April 30,2024

At 4:16pm on April 29, 2024. Oelwein Police formally charged a 16-year-old female juvenile with Possession of a Controlled Substance - Serious Misdemeanor and Possession of Drug Paraphernalia - Simple Misdemeanor.  These charges were filed as a result of an initial incident occurring on April 23, 2024, when Oelwein Police discovered a controlled substance in the possession of the juvenile while investigating a complaint of students with vape pens.  The guardians of the juvenile have been notified of the charges and the matter has been referred to Juvenile Court.

April 28,2024

At 1:35am on April 28, 2024, Oelwein Police arrested Cori Lee Lickiss, 19, of Oelwein; Ryan Patrick Rael, 19, of Oelwein; Conner Scott Jorgensen, 19, of Oelwein; Emily Ann Hess, 18, of Independence; and Hannah Lynn Jans, 19, of Oelwein.  Each individual was charged with Under Age Possession of Alcohol 1st Offense - Simple Misdemeanor.  The listed individuals were cited and released following a report of a loud altercation in the 1800 block of S Frederick Ave.

April 26, 2024

Oelwein Police investigated a motor vehicle accident in the 300 block of 8th Ave S.E. At 8:50 a.m. on April 25, 2024.  A black Pontiac G6 collided with a silver Chevy Impala.  Minor damage was reported to both vehicles.

On April 26, 2024, at 3:15 p.m., Oelwein Officers executed a traffic stop in the 400 block of 7th Street SE in Oelwein.  The driver, 41-year-old Jonathan Mark Steinbron of Oelwein, was arrested and charged with Open Container. Steinbron was also issued a citation for failure to maintain registration plate.

April 25,2024

At 12:28pm on April 21, 2024, Oelwein Police arrested Kevin Robert Imbus, 48, of Oelwein.  Imbus was charged with Driving Under Suspension.  Imbus was cited and released following a traffic stop in the 10 block of 5th St NW.

 

At 4:36pm on April 21, 2024, Oelwein Police arrested Avion Randall Davis, 18, of Oelwein.  Davis was charged with Domestic Abuse Assault 1st Offense - Simple Misdemeanor.  This arrest was made following a report of a domestic disturbance in the 400 block of S Frederick Ave.

 

At 10:03am on April 22, 2024, Oelwein Police formally charged two 15-year-old male juveniles.  Both juveniles were charged with Disorderly Conduct (Fighting/Violent Conduct) - Simple Misdemeanor.  Their guardians have been notified of the charges.  These charges were filed as a result of an initial incident occurring on April 12, 2024, when Oelwein Police observed security footage that had captured the two juveniles fighting in front of Mercy Hospital while investigating a separate incident.  This matter has been referred to Juvenile Court.

 

At 9:23am on April 23, 2024, Oelwein Police arrested two 15-year-old male juveniles.  One juvenile was charged with Minor Using Tobacco/Vape Device 1st Offense, and the other juvenile was charged with Possession of a Controlled Substance - Serious Misdemeanor, Possession of Drug Paraphernalia - Simple Misdemeanor, and Minor Using Tobacco/Vape Device 2nd Offense.  Both juveniles were charged and/or cited and released to guardians following a report of students using vape pens.  This matter has been referred to Juvenile Court.

 

At 7:54pm on April 24, 2024, Oelwein Police arrested Scott Deitrick Overmann, 45, of Oelwein.  Overmann was charged with Disorderly Conduct (Fighting/Violent Behavior) - Simple Misdemeanor.  This arrest was made following a report of people fighting in the 10 block of 5th Ave SE.  Several hours after this arrest, concerned citizens turned over video to Oelwein Police that showed two additional offenders in this incident.  Dean Wesley Picotte, 32, of Oelwein was charged with Assault Causing Bodily Injury - Simple Misdemeanor, and Aleyah Lambert Powell, 24, of Oelwein was charged with Assault While Displaying a Dangerous Weapon - Aggravated Misdemeanor.  Picotte and Powell were presented with these charges following their arrests for a separate incident.

 

At 9:18pm on April 24, 2024, Oelwein Police arrested Dean Wesley Picotte, 32, of Oelwein and Aleyah Lambert Powell, 24, of Oelwein.  Picotte and Powell were each charged with Burglary 3rd Degree - Class D Felony.  These arrests were made following a report of a break-in in the 100 block of 8th Ave NW.

 

At 3:07am on April 25, 2024, Oelwein Police arrested Nicole Marie Pingree, 40, of Oelwein.  Pingree was arrested on a Fayette County warrant for an original charge of Abandonment of Cats and/or Dogs (No Injury) - Simple Misdemeanor.  This arrest was made in the 700 block of 1st Ave SE.

April 21, 2024

On April 21, 2024 at 9:30 p.m., Oelwein Officers responded to the area of 2nd Ave and 2nd St N.E  for reports of dogs barking.  Officers located the animals and the owner in the 200 block of 2nd Ave S.E.  The owner of the dogs, Carrie Lynn Lightfoot, 26, of Oelwein was cited for violating the city ordinance of excessive barking and disturbing the peace.

April 20,2024

At 11:29am on April 19, 2024 Oelwein Police formally filed charges on a 12-year-old male juvenile and a 14-year-old male juvenile.  Each juvenile was charged with Criminal Mischief 2nd Degree - Class D Felony.  Upon charges being filed the guardians of the juveniles were notified.  These charges were filed as a result of an initial incident occurring on April 12, 2024, when staff at Mercy Hospital of Oelwein reported that the lights on the helipad had been deliberately damaged.  This matter has been referred to Juvenile Court.

 

At 2:44pm on April 19, 2024 Oelwein Police arrested a 13-year-old female juvenile.  The juvenile was charged with Minor Using Tobacco/Vape Device.  The juvenile was cited and released to guardians following a report of a student with a vape pen.  This matter has been referred to Juvenile Court.

April 19,2024

Oelwein Police investigated a motor vehicle accident by the US Post Office at 5:43pm on April 16, 2024.  A Dodge Ram towing a trailer, driven by Travis Mankse, collided with a US Post Office mail box.  Initial estimates of damages were $500 to the trailer towed by Manske and $2000 to the mail box.
