At 3:36 p.m., on April 4, 2017 Oelwein Police arrested Joseph Aaron Barker, 35, of Oelwein.  Barker was arrested and charged with Prohibited Acts-Class C Felony, Possession of a Controlled Substance-Methamphetamine 3^rd offense- Class D Felony, Driving while license suspended-Simple Misdemeanor and Possession of Drug Paraphernalia- Simple Misdemeanor.  This arrest followed a traffic stop in the 10 block of 10^th av sw
