On July 29, 2010 at approximately 2:20 a.m. Oelwein Officers observed and identified the driver of a vehicle, known to have a revoked driving status. The driver was stopped in the 100 block of 3rd Avenue NE, in Oelwein and Officers arrested Damon Deyo Schmidt on a charge of Driving While License Revoked, a Serious Misdemeanor.
Oelwein Police Department Civilian Police Academy “OPDCPA”
The Oelwein Police Department is proud to announce that it is now accepting applications for the first annual Oelwein Police Department Civilian Police Academy. This interactive, hands on, ten week long program will run on Wednesday evenings starting October 6th, 2010 from 6 pm thru 9 pm at the NICC/RAMs building located off of HWY 150 in Oelwein . It will include a minimum of 35 hours of interactive training to include some of the following topics: Basic crime scene investigations, Basic Patrol, Canine, Traffic Stops, Bike Patrol, Criminal Law, Use of Force, Emergency Communications-911, Special Response Unit, Crime Statistics, a practical ride-along with an officer, and many other topics.
The goal of the OPDCPA is to enhance community relations and to build relationships with understanding within our community. The attendee will experience a side of law enforcement that is not normally experienced by non-sworn personal and the attendee will have a real opportunity to experience what their officers lives are like on a daily basis and how we perform our jobs.
Course Rules and Regulations:
1. To be eligible to participate in the Oelwein Police Department Citizens Police Academy you must be a resident of or work within the City Limits of Oelwein.
2. You must be 21 years of age prior to course completion.
3. No prior felony convictions in any state.
4. No misdemeanor arrests or convictions within the past five years excluding simple traffic offenses.
5. Must sign a waiver of liability holding harmless the Oelwein Police Department, its employees, the City of Oelwein and anyone else enlisted to assist with this academy. This will include a confidential information release and agreement.
6. The participant must be willing and able to attend all classes scheduled. One missed day will be given in emergency situations. Any more than one day missed will automatically cause dis-enrollment of the participant from the academy.
7. Must come with an open mind and be willing and able to make new friends and relationships that will benefit our entire community.
8. Must sign and turn in an application, liability, confidentiality and release of information agreements/waivers by September 1st, 2010.
We encourage anyone who is community minded and who can meet the above listed requirements to apply. We promise, this will be a very interesting and exciting ten weeks. These arrests were made after a disturbance in the 10 blk 1st Ave SE.

On July 23, 2010 at 1:35 a.m., Oelwein Officers received indication on the location of fugitive, Jeffrey John Gries, age 41, of Oelwein. Officers, with the assistance of Fayette County Deputies and the Fayette County Sheriff’s Office K-9, proceeded to a location in the 10 block of 8th Avenue SE in Oelwein, where Gries was apprehended without serious incident and placed under arrest on charges of Assault on a Peace Officer - Aggravated Misdemeanor, Assault on a Peace Officer-Serious Misdemeanor, and Interference With Official Acts-Aggravated Misdemeanor. Further charges may be pending. Gries was transported to the Fayette County Jail for holding.

Oelwein Police Seek Public Assistance In Locating Fugitive:
On July 20, 2010; at approximately 4:14 p.m., the Oelwein Police Department received a report of a male subject that was causing a disturbance in the 10 block of 8th Avenue S.E. Upon arrival, officers met with Jeffrey John Gries, aka Jeffrey John Huinker; of Oelwein.
During this investigation, Mr. Gries lunged towards an officer assaulting him about the head. The officer reacted and attempted to control Mr. Gries. Mr. Gries continued to resist arrest and fled the area on foot. Officers pursued him until the 10 block of 5th Avenue NE where another scuffle took place. Mr. Gries again fled the area on foot. Officers from the Oelwein Police Department, Fayette County Sheriff’s Department, Buchanan County Sheriff’s Department and the Bremer County Sheriff’s Department attempted to locate Mr. Gries without success. One officer received injuries from the incident and was subsequently treated and released from Oelwein Mercy Hospital. That officer will be on medical leave for an undetermined time period.
Chief Jeremy Logan stated, “This is an incident in which our officers were called to assist the public with an out of control person. The officers acted in a professional manner in trying to calm and control the subject and this person lashed out at those that were there to help him. We take assaults on law enforcement very seriously and will continue to knock on doors and search possible locations until he is taken into custody. Those that attempt to harbor him will face criminal charges as well.”
A warrant for the arrest of Jeffrey John Gries was issued on July 20, 2010.
On July 21, 2010; officers obtained information as to a possible location of Mr. Gries. The Oelwein Police Department, Fayette County Sheriff’s Department , the Iowa State Patrol and the Iowa State Patrol Aircraft searched areas around the community without success.

At 9:36 am on July 20, 2010 Oelwein Police arrested Matthew Ward Moore, 18, of Oelwein. Moore was arrested on the charge of Unlawful Possession of Traffic Device a Simple Misdemeanor and Possession of Control Substance a Serious Misdemeanor.
On July 18th, 2010 at 6:40 p.m., Oelwein Officers took a report of an assault that had occurred in the 300 block of 7th Avenue SW in Oelwein. After investigating the case, Officers arrested Scott Joseph Tafolla, age 43, of Oelwein, and charged him with Assault, Simple Misdemeanor.
On July 17th, 2010 at 10:15 p.m., Oelwein Officers were advised of an assault that had occurred in the 100 block of South Frederick Avenue in Oelwein. The suspect in the assault was reported to have left the scene in a vehicle. Officers stopped the vehicle that the suspect was reportedly in, and subsequently arrested Jennifer Nora Mesplay, age 26, of Dubuque on a charge of Assault, Simple Misdemeanor.
